New York State Senate Bill S04035 amends the education law to allow unlicensed individuals to collect throat or nasopharyngeal swab specimens for testing during a declared state disaster emergency for a disease outbreak or epidemic. It also permits non-nursing staff, under the supervision of a nurse, to perform certain nursing tasks during such emergencies. The commissioner, in consultation with the commissioner of health, will establish training requirements for these unlicensed individuals. The bill takes effect immediately.
