This bill, known as the "keep kids out of solitary confinement act," amends the family court act and the executive law to prohibit segregated confinement of children in detention facilities. Segregated confinement is defined as placing a child in any form of cell confinement for more than seventeen hours a day, except during a facility-wide emergency or for medical or mental health treatment. The bill takes effect immediately.
