New York S03664 amends the administrative code to provide that any qualified homeowner in the city of New York shall be exempt from any future increases in water rate fees. A "qualified homeowner" is defined as someone who is at least 65 years old, owns real property, and has a household income of less than $50,000 for two consecutive years. The exemption may be suspended for up to one year by the commissioner of the Department of Environmental Protection in the event of a drought or other disaster. This act would take effect July 1, 2027.
