Requires certain budget meetings between the governor, the temporary president of the senate and the speaker of the assembly to be open to the public.

This bill amends the public officers law to mandate that meetings between the governor, the temporary president of the senate, and the speaker of the assembly, which discuss, negotiate, or debate the state budget, must be open to the general public. The host of these meetings must provide an opportunity for the public to attend, listen, and observe the meetings in at least one physical location. These meetings must also be open to being photographed, broadcast, webcast, or otherwise recorded and/or transmitted by audio or video means.
