The bill amends the New York City Charter to expand the investigative powers of the Civilian Complaint Review Board to include complaints alleging bias-based profiling. This includes complaints by the public or initiated by the board against police department members for excessive use of force, abuse of authority, discourtesy, or use of offensive language. The board can also investigate the truthfulness of official statements made by police during complaint resolutions. Findings and recommendations are submitted to the police commissioner.
