New York Senate Bill S03292 amends the vehicle and traffic law to exempt new clean fuel vehicles and those meeting clean vehicle standards from the first year of registration fees. The bill defines a clean fuel vehicle as a four-wheeled vehicle with a gross weight rating of up to 8,500 pounds, a maximum speed of at least 55 miles per hour, and an electric motor drawing power from a hydrogen fuel cell or a battery with at least 4 kilowatt-hours capacity. Vehicles meeting clean vehicle standards must have a fuel efficiency at least 1.5 times the average for their weight class.
