New York S03106 amends the state finance law to allow the heads of state agencies to donate personal property, excluding vehicles, to 501(c)(3) not-for-profit organizations that are current on their annual filings. The bill also allows for other means of disposing of such property, such as reuse within the same agency, use as part payment for a new item, or placement with the office of general services for reuse or other disposition. Records of each disposition must be retained and are subject to audit. The act takes effect 180 days after it becomes law.
