The bill enacts the "higher education closure advanced notice act" to ensure institutions of higher education provide advance notice of impending closures. Specifically, institutions must notify affected students, the department, and local workforce boards at least ninety days before a closure that can reasonably cause an interruption in students' educational programs. Exceptions apply if the closure is due to a physical calamity, act of terrorism, natural disaster, or if the institution was actively seeking capital. Failure to provide the required notice results in a civil penalty.
