Requires organizations applying for arts agency grants to certify labor peace agreements with labor organizations.
New York S03037 amends the labor law to require organizations applying for grant funding from arts agencies to certify they will enter into a labor peace agreement with at least one bona fide labor organization. This applies when the labor organization is actively representing employees or when it attempts to represent employees who will provide services. The bill also amends the arts and cultural affairs law to establish prevailing wage requirements for not-for-profit theaters and mandates record-keeping and enforcement mechanisms.
