The bill establishes the bilingual teachers of tomorrow teacher recruitment and retention program. It provides grants to school districts to attract and retain bilingual, certified teachers in schools with a bilingual teacher shortage. Eligible teachers must agree to a service obligation of one year of service in a school with a bilingual teacher shortage. Awards are renewable annually, up to a maximum of $40,000 over four years. The board of education determines the application process and selects award recipients.
