New York S02603 amends the agriculture and markets law to include the use of a deadly weapon or dangerous instrument in the offense of aggravated cruelty to animals. This bill modifies the definition of aggravated cruelty to animals to include causing serious physical injury to a companion animal by means of a deadly weapon or dangerous instrument. The bill defines "aggravated cruelty" as conduct intended to cause extreme physical pain or done in an especially depraved or sadistic manner. The amendment takes effect immediately upon enactment.
