This bill amends the education law to clarify the valid reasons for obtaining an absentee ballot in school district elections where poll registration is not utilized. It specifies that a voter may request an absentee ballot if they expect to be absent from their county of residence, unable to appear at the polling place due to illness or duties related to primary care, a resident or patient of a veteran's administration hospital, or detained in jail awaiting action by a grand jury or trial, or confined in jail or prison after a conviction for an offense other than a felony.
