The bill establishes a clean and resilient energy program to encourage the development of clean and resilient behind the meter distributed energy resource projects. These projects must provide uninterrupted electric service during extended outages, generate electricity without greenhouse gases or local pollutants, or meet specific efficiency and emission reduction criteria. The program will be administered by the New York State Energy Research and Development Authority and will require annual expenditures of at least five percent of the clean energy fund.
