Prohibits horizontal drilling and high-volume hydraulic fracturing in New York.
This bill amends the environmental conservation law to add a new title prohibiting horizontal drilling and high-volume hydraulic fracturing. High-volume hydraulic fracturing is defined as the stimulation of a well using three hundred thousand or more gallons of water as the base fluid for all stages in a well completion. The prohibition applies regardless of whether the well is vertical or directional, including horizontal. The act takes effect immediately.
