The bill establishes the mechanical insulation energy savings program to provide grants for qualified mechanical insulation expenditures to school districts, public hospitals, public housing buildings, and political subdivisions that have completed a qualified audit. The authority shall establish an audit process whereby an applicant may request a qualified audit, which will be provided at no cost. The grants will cover 100% of the qualified mechanical insulation expenditures.
