Establishes a merit-based scholarship for New York state community college students.

The bill establishes the community college merit and mobility scholarship to grant merit-based scholarships to students attending a New York state community college. Eligible applicants must have graduated in the top 20% of their high school class, remain in good academic standing, and maintain a GPA of 3.3 or above. One thousand scholarships will be awarded annually, up to $1,000 per year for a maximum of two years, totaling $2,000. The scholarship covers tuition, fees, laboratory and other instruction-related expenses, books, transportation, and room and board.
