This bill amends the environmental conservation law to require local solid waste management plans for cities with populations over one million to include a litter control plan. This plan must include provisions for placing an adequate number of trash and recycling receptacles in commercial zones and public recreational areas. The plan must also characterize the solid waste stream, assess existing and alternate solid waste management programs, and address comments from governmental, environmental, commercial, and industrial interests. The bill takes effect 180 days after becoming law.
