New York S02244 amends the executive law to prohibit local police departments, county sheriff's offices, the division of the state police, and any agency employing a peace officer from participating in the 1033 federal excess property program to receive lethal or offensive weapons. The state police division, in coordination with the state attorney general and the division of homeland security and emergency services, will manage the return or disposal of these weapons.
