This bill amends the public authorities law to allow the New York state thruway authority to provide a discounted toll rate to farmers transporting agricultural products. Eligible farmers, defined by the agriculture and markets law, will receive a 50% discount on the normal toll rate. This discount applies to regular crossing fares but not to surcharges. Farmers who qualify for a tax exemption under the tax law can file a certificate with the thruway authority to receive an E-ZPass tag for the discounted toll rate. The changes will take effect on January 1, 2027.
