Amends the definition of tuition for children with handicapping conditions in New York State.
This bill amends the education law to redefine "tuition" for children with handicapping conditions. The new definition includes the per pupil cost of instructional services, supplies, equipment, and the operation, maintenance, and administration of instructional facilities. It also includes allocable debt service for these facilities. Tuition is computed from expenditures where no revenue has been received from federal government receipts, cash receipts, gifts, donations, or other sources. The changes take effect immediately upon enactment.
