The bill enacts "the combating campus antisemitism act," which prohibits the granting of tuition assistance awards to students who knowingly promote antisemitism in a manner that is directed to inciting or producing imminent lawless action and is likely to incite or produce such action, that constitutes "true threats" or "fighting words." The higher education services corporation of the state of New York must establish guidelines for determining when a student has knowingly engaged in promoting antisemitism and for actions that may be taken to restore or resume a tuition assistance award.
