Authorizes local governments to override a governor's disaster emergency declaration.
This bill amends the executive law to allow a county, city, town, or village to limit or supersede a governor's declaration of a state disaster emergency by issuing a local state of emergency and local emergency orders. These local measures can only affect part or all of the territorial limits of the local government. The changes apply to any executive order issued by the governor on or after January 1, 2025.
