Establishes the office of the correctional ombudsperson to oversee New York state correctional facilities.

The bill creates the office of the correctional ombudsperson within the executive department to achieve transparency, fairness, impartiality, and accountability in state and local correctional facilities. The ombudsperson will report to the correctional oversight board and will have authority to investigate deaths of incarcerated individuals, inspect facilities, and review policies and procedures. The ombudsperson can also conduct confidential interviews, hold public hearings, and issue reports on facility conditions and medical care.
