This bill amends the environmental conservation law to expand the options for shell color and roof color of petroleum bulk storage tanks. Facilities must ensure their tanks have a shell and roof color that either matches white or beige/cream, or limits volatile emissions to the same or greater extent as these colors, as determined by the Department of Environmental Conservation. This applies to all tanks at a facility, regardless of whether they are in active use for storage. The act takes effect immediately.
