This bill amends the environmental conservation law to prevent the Department of Environmental Conservation from restricting the burning of garbage, refuse, or rubbish in open fires on land owned by a single family or any part of a farm, provided the waste is from the farm's operations. It does not apply to cities, villages, or towns with populations over 20,000. The provisions will expire on December 15, 2029.
