New York S01432 amends the state finance law to allow for in-state suppliers to receive preference in certain situations when the state is awarding contracts. This applies when the lowest responsible bidder is not an existing in-state supplier. An existing in-state supplier can match the bid of the lowest responsible bidder if their bid is not more than fifteen percent greater. This act takes effect immediately.
