This bill amends the Uniform Justice Court Act, Town Law, and Village Law to require town and village justices in towns or villages with high arraignment volumes to be admitted to practice law in New York for at least five years. The determination of high arraignment volume is made by the Office of Court Administration in consultation with the Division of Criminal Justice Services. The initial determination is based on the sum of arraignments from 2018 and 2019, with subsequent determinations every ten years using at least two years' data.
