Provides financing for the design, acquisition, construction, improvement, and installation of the East River Esplanade.

This bill amends the public authorities law to authorize financing for the design, acquisition, construction, improvement, and installation of the East River Esplanade. The improvements are intended to mitigate potential adverse impacts to health and recreational opportunities due to the hosting of the East 91st Street Marine transfer station. The corporation has the authority to finance all or any portion of the Esplanade, including boat storage under 96th Street, Pier 107, and decking over the FDR.
