New York S01339 amends the transportation corporations law and the public service law to authorize cities with a population of one million or more to adopt requirements for telecommunications services. Owners of communications lines used for information services in these cities must pay compensation to the city. The compensation amount is calculated based on the number of linear feet occupied in public rights-of-way.
