New York S01216 amends the executive law to require the state council to develop, maintain, and disseminate written policies and procedures for responding to crisis situations involving individuals with mental illness and/or substance abuse disorder. This includes training for all new and veteran police officers in cities with populations over one million. The council must also recommend rules and regulations for ongoing training programs. The act takes effect 90 days after becoming law.
