The bystander protection act amends the penal law to increase the punishment for an offense when a member of the public is harmed, but the intended target is a public official. The act defines "public official" to include the governor, lieutenant governor, comptroller, attorney general, members of the state legislature, state officers, United States senators and representatives, municipal officers and employees, and state-paid full-time judges. The act takes effect on November 1 of the year following its enactment.
