Expands the definition of "children at risk" to include infants exposed to controlled substances or illegal drugs in utero.

This bill amends the definition of "children at risk" to include infants who test positive for a controlled substance not prescribed by a physician, are born dependent on such drugs, demonstrate drug withdrawal symptoms, or have been diagnosed with a condition attributable to in utero exposure to illegal drugs. It also mandates the creation of services and a monitoring program for gestational parents of these children, including identifying risks for the child's wellbeing and suggesting rehabilitative steps for the parent.
