A "cell" is any room, area, or space used for sleep by an incarcerated individual or any space not conducive to social interaction among many people. An "out-of-cell" space is one outside of and away from a cell, in a group setting conducive to social interaction, or during medical treatment, counseling, or attorney visits. This act takes effect immediately.
