Prohibits transport or stops and searches in unmarked police vehicles by officers not in uniform unless a uniformed officer is present.

This bill amends the civil rights law to prohibit the transport of a person in an unmarked police vehicle or concealed identity police vehicle by a police officer or peace officer not wearing their uniform, unless an officer in uniform is present for the duration of the transport. It also prohibits stops and searches by such officers using unmarked or concealed identity vehicles unless a uniformed officer is present. A police vehicle is deemed unmarked or with a concealed identity unless equipped with specific lights, a horn, siren, or identifying insignia.
