Establishes criteria for health plans to qualify for the Elderly Pharmaceutical Insurance Coverage Program.

This bill amends the elder law to set eligibility criteria for the Elderly Pharmaceutical Insurance Coverage Program. It requires participants to be enrolled in Medicare Part D or a comparable drug plan.
