The bill authorizes the town of Chester to establish community preservation funds and imposes a real estate transfer tax. Revenues from the tax will be deposited in the community preservation fund. The fund can be used for preserving open space, parks, nature preserves, recreation areas, agricultural land, scenic areas, wetlands, aquifer recharge areas, undeveloped beach-lands, shoreline, historic places, and public access to lands. The fund can also be used for acquiring interests in real property for community preservation.
