New York S00242 amends the executive law to direct the director of the division of minority and women's business development to establish a procedure for certifying business entities wholly owned by Indian nations or tribes. This certification will allow these entities to participate in the minority and women-owned business enterprise program without needing to complete the state certification process. The act takes effect immediately but does not affect the expiration of article 15-A of the executive law.
