The veterans' memorials preservation act mandates that any public entity that has created or received a gift of a memorial must preserve and maintain it in a reasonable manner. Public entities are prohibited from altering, destroying, reconfiguring, adjusting, changing, modifying, or moving the memorial, except when reasonably necessary. Access to the memorial must not be restricted except as reasonably necessary.
