New York S00090 amends the vehicle and traffic law to allow the Department of Transportation to establish speed limits on state highways outside cities with populations over one million and on Indian reservations. The speed limit can be higher or lower than the statutory 55 miles per hour limit, but not less than 25 miles per hour, except for school zones where it can be as low as 15 miles per hour. The speed limit must be based on an engineering and/or traffic investigation authorized or performed by the Department of Transportation or the municipality.
