New York A10313 amends the education law to change how building aid is computed for construction, reconstruction, or modernizing of a single project by the Schenectady city school district. It establishes multi-year cost allowances for the project, allowing them to be used twice in the first five years. Subsequent allowances can only be established ten years after the first maximum cost allowance. This act takes effect immediately.
