The bill amends the executive law to prevent penalties, fines, and/or revocations for small businesses on first-time de minimus violations, unless they involve serious harm or specific violations. State agencies must provide guidance and a reasonable cure period, at least fifteen business days. The bill also mandates annual reporting by the Division for Small Business on the use of these provisions.
