Establishes the "unique abilities employment act" to create up to 1,700 positions for persons with developmental disabilities in school districts.

The "unique abilities employment act" amends the civil service law to allow the commission to designate up to 1,700 positions in school districts for individuals with developmental disabilities. These positions, classified in the noncompetitive class, can be filled by those certified as having a developmental disability. Employees hired under this act are entitled to the same promotional opportunities as other employees. The act takes effect immediately.
