Establishes the community disaster relief and recovery act to provide financial assistance to undocumented individuals impacted by natural disasters.

The Community Disaster Relief and Recovery Act establishes a fund program for non-citizens impacted by natural disasters. It provides financial assistance for housing-related needs, personal property, medical and dental expenses, child care, critical needs, and clean and removal assistance. The program is administered by the Division of Homeland Security and Emergency Services in conjunction with the New York State Office for New Americans. Funding comes from state emergency appropriations and other sources.
