The bill creates the New York Clean Pass Program, allowing eligible low-emission vehicles to use high-occupancy vehicle (HOV) lanes regardless of vehicle occupancy. Eligible vehicles include low-emission, energy-efficient, plug-in hybrid electric, or battery electric vehicles. The program is funded through the dedicated highway and bridge trust fund. The commissioner of motor vehicles, in consultation with the commissioner of transportation, will designate eligible vehicles, issue permits, and enforce compliance.
