New York A08938 amends the public health law to mandate that electronic benefit transfer services for WIC benefits issue two credit or debit cards to households where an additional member is a parent, guardian, caretaker of the covered infant, or a spouse, domestic partner, or parent of the covered mother. No card will be issued to anyone under 18 unless they are a parent or guardian of a minor child. The department will cover any additional costs and must not reduce benefits for new or existing recipients.
