The Prohibiting Elevation of Notorious Names (PENN) Act amends the executive law to prohibit the naming of state buildings after public officers while they are in office or after they have been convicted of a felony. The state must remove the name from any facility named for such an officer immediately upon conviction. Facilities named for individuals who were not public officers at the time of naming may retain their names, even if the individual later becomes a public officer. Facilities named for public officers before the act's effective date may keep their names.
