This bill amends the private housing finance law to expand the powers of the New York state division of housing and community renewal and supervising agencies. It modifies the obligations of certain New York state funded housing providers, allowing for loans and encumbrances in excess of actual project costs for comprehensive redevelopment plans, including energy efficiency upgrades.
