The bill amends the agriculture and markets law to direct the New York Department of Agriculture and Markets to develop and facilitate the establishment of regional farmers' markets. These markets should focus on direct marketing of farm and food products on a wholesale or bulk sales basis to large volume purchasers. Preferably, these markets should be located in areas with poor consumer access to high-quality and reasonably priced food and farm products, also known as food deserts.
