This bill allows Scott Hoag, a police officer for the city of Rome, to receive certain service credit under section 384-d of the Retirement and Social Security Law. The city of Rome can reopen the provisions of section 384-d for Hoag if he did not bar himself from participation in the special twenty-year retirement plan through negligence. If enacted, the city will incur an additional annual contribution of approximately $13,000 for the fiscal year ending March 31, 2026, and a one-time payment of approximately $329,000 for past service costs.
