This bill amends the New York state labor law to ensure the state labor relations act applies when the federal National Labor Relations Board declines jurisdiction, determines certain provisions are outside its scope, cannot execute its duties, or when the National Labor Relations Act is repealed or preempted. The New York State Labor Relations Board will certify the exclusive bargaining representative of any bargaining unit previously certified by the National Labor Relations Board. The verification procedure will last no longer than 30 days unless there is exceptional cause.
